Does it seem more likely that:
(1) the site vendor sent the OP's wheels to the chromer and they swapped wheels, or (2) the site vendor had another set of wheels handy and sent them to the chromer? Also, does it really matter because nobody did anything with any ill intentions? I don't want to see a war-party against a site vendor when the vendors here are all really good people and most every one is a Warrior rider too. I expect the site vendor will chime-in here and there will be a fuller picture of what the situation is. One thing I keep wondering about: who saw the raw wheels first in this particular deal? Sometimes the chromer does the strip and prep. Sometimes not. If Yamaha manufactured a shitty wheel its a Yamaha issue but good luck going there. So in this deal did the site vendor do the strip and prep, or did the chromer do it? And candidly the chromer would have seen the raw wheel either way and they went ahead with chroming and they were being paid as the experts, so no matter which way things went it seems to me the chromer should have known back then if the wheels were sub-standard for chroming as they now seem to claim by email. I think all roads point there one way or another which brings their emails into question with respect to a CYA campaign. If they take care of it then fine, but that seems doubtful now. Jus sayin' there's obviously more to the story then even the OP knows at this time.

Update:
I responded to the vendor asking that I be refunded the original price I paid for his services. And that he send me back a set of stock wheels. He has agreed to do this. I know a lot of you want me to name the vendor...and yeah he took way to long to get back to me and yeah the whole deal sucks...but in the end he manned up and made it right...I'm ready to move on.

Sorry you lost all that time and money tearing the bike down, pulling bearings, and loosing all of that shipping money only to end up at square one again. But at least you have something to start over with. Good luck with your project, i hope you get it all worked out.
