If you're asking about Saiga 7.62x39, you don't have to mill the receiver.
You will have to usually take a little metal off the locking mechanism and weld or bolt a bullet guide...
It doesn't affect compliance laws unless you intend to add a pistol grip, flash suppressor, folding stock of vertical grip. If you do, then you need at minimum 5 USA made parts. This is why a lot of people convert.

The trigger, hammer & sear, the stock and muzzlebreak are a total of 5, so this is what people usually start with. They can also put in a forend or stock to meet this total...

Huh, I didn't know the saiga 7.62x39 didn't accept the standard mag. Kinda sucks don't it? Same goes for that VZ whatever AK variant. Oh well, guess I'll just have to stick with my Arsenal or old SAR1.

It's easy enough to make a saiga accept standard mags. I think the price of saiga mags have come down considerably, so unless you have other aks, it might be easier to just buy the saiga ones...

Problem is no post ban hi cap mags are legal in NY, only preban.

Then you definately would want to modify a Saiga to accept standard AK mags...
