Probably just welded some drag bars on top of a pair of risers. It's going to be a rather long reach though.

The bar may also hit the tank when turning the front end.

This is by far my favorite of all these bikes. Most look cool but whats the point if you cant ride them? I would rather ride than just look at the bike.

This is true but you could experiment with the height of the riser before welding the top bar on. I would be very careful about making bars though, can you imagine how much stress would be put on the bottom mounting nuts when slamming on your brakes?
