Some users have footers that seem to include HTML capabilities. Is this because rather than completing the profile signature block they're attaching a signature file each time?

Who's sig are you referring to? Some people are hosting links on other sites, and putting the URL in their profile sig. These can include just about anything. Does that answer your question?
