If possible I would try to utilize the stock "turtle shell" as a safeguard.I assumeyou have a 1 piece seat or will you be doing a stick on pillon? I don't have first hand experience with it but I would assume the type of seat you are using will have a lot to do with your answer.

Beforeanyone could even guess at the guage you would need, it is all relative to the weight of the passenger, length of the fender etc...

I have the 280 rear and my fender is 12 1/2 " wide, 14 ga. ,and you could ride on it. I don't know what the stock fender ga. is but that thing without the inner support shakes like crazy.To me it's not strong enough without the support. So maybe that will give you something to go on.

16GA is very close to 1/16" and isn't enough for the purpose you describe assuming passenger retention is important
more thickness is needed. Plus sheet metal needs 'shape' to be strong so use the already-shaped under-fender.
